Another yearling question!?

how do i get him to stay still for grooming? he is use to being tied and hes completely fine. i rub him first with my hand,talk to him tell him its okay. but once he feels ANY kind of brush or comb he pivots around the pole and kicks a lot! i don't know what to do. he also refuses to pick up his feet. he just pivots. what can i do?
