My son is 3 & has clusters of tiny bumps in the "crack" of his . not around his rectum or on the opening.?

they run down his cheeks and onto his thigh individually. i'm worried because i've treated it as a rash with diaper rash ointment and neosporin. they're not so much bumps because they do not have a head..i've put alcohol on them with a q-tip and they're almost hard. i'm terrified. i don't know what to do. i plan to take him to the doctor but i'm afraid that i'll take him and they'll dismiss my concern as they do every other time.
